The Home and Community-Based Services – Elderly, Blind and Disabled (EBD) waiver is part of Health First Colorado (Medicaid) that helps older adults and people with disabilities stay in their own homes rather than moving into a nursing facility. Through this program, eligible participants can receive help with personal care and daily living tasks from trained caregivers without leaving the comfort of their homes.
What does the EBD waiver cover? Services may include assistance with bathing, dressing and grooming, meal preparation, light housekeeping, laundry, and help with mobility. It can also provide homemaker services, personal emergency response systems, and even home‑delivered meals. The aim is to support independence, safety and quality of life.
Beginning July 1, 2025 Colorado will also introduce Community First Choice (CFC) – a new benefit that offers similar personal care and homemaker support to Medicaid members without requiring them to enroll in a waiver. While CFC will expand access, the EBD waiver will continue to be available and remains the primary option for individuals who need longer‑term support and additional services.
